CARA: Control Authority Regulation Architecture
CARA is a deterministic runtime protocol for authority recovery following lockout events. It introduces a terminal non-compensatory policy gate that enforces audit integrity as an unconditional prerequisite, evaluated via 10M-iteration arithmetic property testing and 68-state control-flow enumeration.
