FLAME: Flash War Latency Architecture for Multi-domain Escalation Control

FLAME is the first technical architecture implementing Strategic Latency as a formal engineered system. It introduces mandatory deliberation windows calibrated by escalation risk into autonomous engagement loops, preventing AI-driven conflict escalation before human awareness (Flash War).
